3. New Capital Facilities -This category includes new streets built by the City or by <br />private developers, new bicycle paths, and other projects, such as the proposed sound <br />wall along the north side of Interstate 105. Funds for this category are most likely to <br />include System Development Capital Project Funds, Special Assessment Capital Project <br />Funds, and grants from other agencies (State, Federal, County, etc.). <br />Projects that meet criteria for two or more categories are located in the category that best <br />describes the primary purpose and intent of the project. All costs are included in the listed <br />category and are not broken out into the specific elements for each category. <br />Funded and Unfunded Programs <br />A wide gap exists between transportation needs and available resources. To best illustrate this <br />problem, Transportation projects are separated into the Six-Year Funded Program and an <br />Unfunded Program. The individual project costs listed in the Table of Unfunded Projects are <br />only budget planning costs, and are generally not based on detailed cost estimates. <br />Listed in the section entitled "Unfunded Programs" is the unfunded portion of Preservation and <br />Maintenance for the overall transportation system. Based on information provided in the 1992 <br />Eugene Infrastructure Financing Study, the six-year unfunded portion for preservation, <br />maintenance and reconstruction is $10.3 million, or slightly more than $1.7 million each year. <br />Funding <br />The Road Fund is projected to finance an estimated $1.3 million of capital improvements in <br />Fiscal Year 1998, $790,000 in Fiscal Year 1999, and $500,000 each year thereafter until Fiscal <br />Year 2003 (a total of $4.09 million). This reflects Lane County's planned reductions in the <br />County-City Road Partnership Agreement. For the Transportation Systems Development Fund, <br />revenues from systems development charges fluctuate based on annual development activity. <br />Annual funding targets. for the Transportation Systems Development Fund for Fiscal Years 1998 <br />and 1999 are approximately $1.2 - 2.0 million. Projects and programs listed for each year in <br />the Six-Year Funded Program have been prioritized and selected in order to match these <br />anticipated amounts for both funds. <br />As part of the Eugene Infrastructure Financing Study, a Transportation Working Paper was <br />completed in 1992. This provided a funding analysis for the transportation system and <br />compared anticipated revenues to needs for Fiscal Years 1992-2002.
