the Facilities Fund for energy maintenance projects, the total amount of General Funds shown <br />in the CIP'is $1.8 million (see Page 29). <br />In May 1995, the voters approved a $19 million General Obligation bond for the construction <br />of two emergency medical services/fire stations and a public safety training facility. Currently, <br />it is anticipated that these facilities will be completed by December 1998.. The Council also <br />presented two proposals for constructing and operating a new library, but these measures were <br />narrowly defeated. In addition to a new library, other major unfunded needs are for <br />reconstruction or re lacement of swimmin ool n r <br />s a d ecreation centers an <br />d ac uisition and <br />p gp q <br />maintenance of additional arkland. <br />p <br />i <br />Passage of Ballot Measure 47 in November 1996 will likely result in significant changes in <br />the General Fund. This will require the City Council to review and adjust the capital budget <br />to deal with the reduction in property tax revenue, and may affect the City's ability to fund <br />certain capital projects. <br />Note: The Draft CIP does not show any Community Development Block Grant (CDBG) <br />funding for Fiscal Years 1998-2003.. In the past, CDBG-funded projects have been in the <br />Building and Park Facilities program, and typically included accessibility improvements to City <br />~~ ' facilities and park improvements in low-income neighborhoods. In 1995, afive-year <br />Consolidated Plan was prepared for several local HUD-funded programs and was approved <br />b the Cit Council. As art of that Ian eve ear a n - <br />y y p p ry y O e Year Action Plan for the use of <br />CDBG funds is approved by the City Council. The current allocation for use of CDBG funds <br />in FY96-97 was approved by the City Council in May 1996. Planning is underway for FY97- <br />98 and wit) be presented for City Council approval in April 1997.
