Building and Park Facilities <br />The City maintains a wide range of public facilities, including community centers and <br />swimming pools, fire stations, government office buildings, parking structures, a conference <br />center, park lands and equipment, and the library. In all, the City must maintain and preserve <br />more than 185 buildings and 84 parks in order for City government to effectively provide the <br />services desired by Eugene citizens. <br />The City must also provide new and/or expanded facilities to meet the needs of a growing <br />community. For instance, LRCS is currently in the process of evaluating the City's current and <br />future aquatic facility needs. Given the City's current financial picture, most new General <br />Fund facility development will depend on the willingness of citizens to provide additional <br />resources to fund these improvements. <br />Building and Park Facilities projects are derived from several adopted plans and facility <br />conditional reports. These include the Parks and Recreation Plan, Public Safety Long Range <br />Plan, Fire and Emergency Medical Services (EMS) Redeployment Plan, Urban Renewal Plan, <br />the 1995 Facilities Condition Report, Americans with Disabilities Act (ADA) Transition Plan, <br />and a Parking Structure Architectural Study. <br />The General Fund (derived from property taxes) is the primary source of funding for building <br />and Park Facilities projects. Dedicated Funds include Urban Renewal Agency-Central Eugene <br />Project (URA-CEP), Emergency Medical Services (EMS), Conference Center and Parking Funds. <br />Project Categories <br />Building and Park Facilities projects are divided into three main categories: <br />Facility Preservation and Maintenance -These projects preserve, maintain and repair <br />systems associated with existing facilities.
