Project and Program Areas <br />Introduction <br />This section is divided into five project and program areas covering the range of City capital <br />improvement projects: <br />• Airport <br />'' • Building and Park Facilities <br />• Stormwater <br />• Transportation <br />• Wastewater <br />Each area includes a general narrative of the key elements as well as overall needs and funding <br />issues, a list of specific projects and programs for Fiscal Years 1998 and 1999, and a list of <br />projects and programs that define the overall six-year CIP (Fiscal Years 1998-2003). <br />Each Table of Funded Projects is followed by descriptions of the individual projects. Each <br />project description contains aPlan/Policy Document list which provides the project <br />justification and/or origin. The list includes relevant policies, goals and other supportive <br />documents. Projects in each of the Six-Year Funded Programs have relatively secure funding <br />sources (or have a high probability of being funded). The actual six-year improvement <br />program is based only on these funded projects. <br />Information pertaining to total fund amounts and specific funding sources for Fiscal Years <br />1998 and 1999 of the CIP is located in the Two Year Fund Summary (see Pages 66-67). <br />Funded and Unfunded Projects <br />In cases.where there is a discrepancy between needs and available resources, projects are <br />separated into two distinct programs: the Six-Year Funded Program (as described above) and <br />an Unfunded Program. <br />Improvements which are needed during the six-year program period, but for which all or most <br />of the funding is uncertain, are considered unfunded projects. These are listed and described <br />,_, in the Unfunded sections of each applicable program area.
