Funding Sources <br />The major source of funds available for capital. projects are dedicated funds. Dedicated funds <br />must be used for a particular purpose. For the most part, these funds are accounted for in the <br />City's special revenue or enterprise funds, such as the Road Fund, the Municipal Airport Fund, <br />or the Systems Development Capital Projects Fund. Projects which are not supported by <br />dedicated revenue are financed by a transfer from the General Fund. The City may also <br />receive direct funding for projects from other jurisdictions or through grants and donations. <br />A brief explanation of the specific funding sources for the Capital Improvement Program is <br />located in Appendix 2, Pages 81-86. <br />The CI P & Amendment Process <br />Typically, development of the Capital Improvement Program is a ten-month process, which <br />begins in May of even-numbered years and ends the following February: <br />1) <br />2) Neighborhood requests are forwarded to <br />the appropriate City departments, where <br />they are reviewed for consistency with <br />City goals, policies and plans and <br />prioritized as final capital project lists are <br />developed; <br />3) The Draft CIP is published and made available to the public by mid-November.
