Metropolitan Wastewater Management Commission Overview <br /> j j REGIONAL WASTEWATER PROGRAM <br /> ` ' OVERVIEW <br /> MWMC INTERGOVERNMENTAL AGREEMENT AND COORDINATION <br /> The Metropolitan Wastewater Management Commission (MWMC) was formed by Eugene, <br /> ' Springfield, and Lane County through an intergovernmental agreement (IGA) in 1977. Since its <br /> inception, the Commission, in accordance with the IGA, has been responsible for oversight of the <br /> Regional Wastewater Program (RWP) including: construction, maintenance, and operation of the <br /> ~ regional sewerage facilities; adoption of financing plans; recommendation on user charges and <br /> connection fees; adoption of minimum standards for industrial pretreatment and local sewage <br /> ' ~ collection systems; and recommendations for the improvement and expansion of regional <br /> ' facilities. Staffing and services have been provided in various ways over the 20 years of <br /> MWMC's existence. Since 1983, the Commission has contracted with the City of Springfield for <br /> administrative services, and with Eugene for operation and maintenance of regional wastewater <br /> collection and treatment facilities. Lane County involvement has been primarily related to the <br /> ~ long-term financing program, through ongoing support of the Lane County Metropolitan <br /> ~ Wastewater Service District (CSD). Additional detail of the partner agencies' responsibilities. is <br /> provided below. <br /> ~ ~ l City of Eugene <br /> The City of Eugene supports the RWP through representation on MWMC, provision of operation <br /> and maintenance services, and through active participation on interagency project teams and <br /> ' - ' committees. Three of the seven MWMC members represent Eugene--two citizens and one elected <br /> official. Pursuant to the IGA, the Eugene Wastewater Division operates and maintains the <br /> i ' Regional Water Pollution Control Facility, the Biosolids Management Facility, the Seasonal <br /> Industrial Waste Facility (SIW), and regional wastewater pumping stations and transmission <br /> sewers. In support of the Regional Wastewater Program, the Division also provides technical <br /> I services for wastewater treatment; management of equipment replacement and infrastructure <br /> ` ' rehabilitation; biosolids treatment and recycling; industrial source control and pretreatment <br /> program (in conjunction with Springfield staff); regional laboratory services for wastewater and <br /> a <br /> <br /> I ~ ' water quality analyses; and flow monitoring on the regional sanitary trunk sewers. These services <br /> are provided under contract with MWMC through the regional funding of 68.94 FTE of <br /> Wastewater Division staff, as reflected in the proposed FY°00-01 budget. <br /> <br /> I <br /> I '__i <br /> City ofSprin~field <br /> The City of Springfield supports the RWP through representation on MWMC, provision of <br /> administrative services, and active coordination of and participation on interagency project teams <br /> _ and committees.
