METROPOLITAN WASTEWATER MANAGEMENT COMMISSION <br />RESOLUTION NO. 05-12 ( IN THE MATTER OF ADOPTING <br />( THE 2005 MWMC FINANCIAL <br />( Plan <br />WHEREAS, on the 9~' day of February, 1977, the City of Springfield and the City of <br />Eugene, municipal corporations of the State of Oregon, and Lane County, a political subdivision of <br />the State of Oregon, herein referred to as Governing Bodies, entered into an intergovernmental <br />agreement (IGA) establishing the Metropolitan Wastewater Management Commission (MWMC); <br />WHEREAS, the IGA, updated and amended in June, 2005, provides "the Commission shall <br />construct, operate and maintain the regional sewerage facilities..."; <br />WHEREAS, the IGA further provides "the Commission shall finance these facilities in <br />accordance with the Commission's Financial Plan..."; <br />WHEREAS, the IGA specifies that MWMC shall, among other things "update the Financial <br />Plan, as necessary from time to time, so as to provide guidance for the generation of revenue <br />sufficient for the Commission to fulfill its functions under the Agreement..."; <br />WHEREAS, THE Commission has completed an update of its 2003 MWMC Financial Plan, <br />which is entitled the 2005 MWMC Financial Plan; <br />NOW, THEREFORE, BE IT RESOLVED BY; THE METROPOLITAN WASTEWATER <br />MANAGEMENT COMMISSION THAT: <br />1) The 2005 MWMC Financial Plan (attached and incorporated herein by reference as "the <br />Plan") is consistent with all of the financial planning objectives provided in the IGA as guidance <br />from the Governing Bodies (see IGA section 3.f.1-7), and is hereby adopted as the Plan by which <br />the Commission will guide financial management of and budgeting for the regional sewerage <br />facilities; <br />2) The financial policies contained in Financial Management Policies section of the Plan <br />shall guide the planning and administration conducted to support the Regional Wastewater <br />~_ Program; and <br />- 3) If, in overseeing the Regional Wastewater Program, the Commission determines that <br />waiving, or deviating from, one or more of the financial policies is appropriate and fiscally prudent, <br />the Commission may do so without violating the spirit and intent of the Plan. <br />ADAPTED ~G, HE ME ROPOLITAN WASTEWATER MANAGEMENT COMMISSION on the <br />~_ ~ day of ~_-~~- , 2005. <br />resident <br />~,`;, ~ <br />Approved as to for <br />G.
