Page 4 <br />Section A: INTRODUCTION ~ HISTORY <br />Two years passed between the merger of the crews <br />and the full operation of the new plant. Operations <br />crews had to maintain and operate the old plants <br />while taking on new responsibilities for training <br />and for maintaining and testing the new facilities <br />and equipment. During this time, the Springfield <br />plantexperiencedproblemswith thedigester,which <br />required crews to haul an average of 5,000 gallons <br />a day of raw sludge from Springfield to Eugene. <br />In March 1984, the old Springfield plant was shut <br />down. At that time, Springfield's wastewater flows <br />^ ACKNOWLEDGEMENTS <br />The regional wastewater management program <br />has had a positive, noticeable impact on the Eu- <br />gene/Springfieldenvironment. Existingwaterqual- <br />ityproblems have been abated and needed waste- <br />watertreatment capacity has been provided. Most <br />importantly, through the efficient operation of <br />regional wastewater treatment facilities, water <br />quality in the Willamette River will be protected <br />for people, fish, plants, and wildlife for years to <br />come. <br />The dedication and persistence of many individu- <br />als brought the project to fruitation. Those who <br />played key roles in the planning, design, and con- <br />struction of the regional facilities are listed below. <br />LOCAL GOVERNMENT <br />• City Council of Eugene <br />• City Council of Springfield <br />• City Managers for Eugene and Springfield <br />• Lane County Board of Commissioners <br />• Lane County Administrator <br />• Willam V. Pye, MWMC Manager from <br />1977 to 1988 <br />• MWMC Staff <br />TECHNICAL ADVISORY COMMITTEE <br />• Ed Black <br />• Bi11 Guenzler <br />• Don A11en <br />• Don Gilman <br />were transported to Eugene through the East Bank <br />Interceptor.
