~ INTRODUCTION AND <br />HISTORY <br />The Eugene/Springfield Water Pollution Con- <br />trolFacility, which began operation in April 19$4, <br />is a regional wastewater treatment system serving <br />the metropolitan area of the two cities and the <br />RiverRoad/Santa Claraareas.Iris managedbythe <br />Metropolitan Wastewater Management Commis- <br />^ PURPOSE <br />The purpose of this report is to summarize the start <br />up of the regional system and the first seven years <br />of operations and achievements through June 30, <br />1991. The report is developedfrom the perspective <br />of the operational staff for use <br />Sion, which has representatives from the cities of <br />Eugene and Springfield and Lane County. Through <br />contractual agreements, the City of Springfield <br />provides administrative services and the City of <br />Eugene oversees the operations and maintenance <br />of the facility. <br />historical resource document for use by regional <br />system staff, members of the Public Works Depart- <br />ment, public officials, regulatory agencies, and the <br />public at large. <br />
