RESIDUALS MANAGEMENT <br />FACILITIES OPERATIONS <br />The Residuals Management section consists of <br />two separate work units: the Cannery Waste Man- <br />agement Facility (CWMF) and the Sludge Man- <br />agementFacility (SMF). The CWMF is a seasonal, <br />industrial wastewater disposal operation that is <br />separate from the domestic wastewater treatment <br />plant. The CWMF stores and disposes of all veg- <br />etable processing waste created by the Agripac <br />cannery. The SMF (formerly the solids program) <br />treatsandhandles theanaerobicallydigestedsludge <br />produced at the domestic wastewater treatment <br />plant. <br />At the time of start-up, the two programs were <br />managed and supervised as independent units and <br />were called the Seasonal Industrial Program and <br />the Solids Program. The seasonal industrial pro- <br />grambeganin 1984andwaslocatedatPrairieRoad <br />and Beacon Drive. The Solids Program operated <br />from the regional plant until 1989, when the <br />Sludge Management Facility was completed. In <br />1989, the operational staffs of the two programs <br />were merged. <br />Staffing for the CWMF and the SMF has changed <br />several times since start-up of the Eugene/Spring- <br />fieldregional wastewater treatment plant. Although <br />the two programs are now located at different sites, <br />they operate as one section, with one manager, a <br />supervisor, and four technicians. <br />^ CANNERY WASTE MANAGEMENT FACILITY <br />The Cannery Waste Management Facility is a <br />seasonal facility that stores and disposes of the <br />vegetable processing wastes generated by Agripac <br />Inc., a Eugene cannery for locally grown food <br />products. The primary purpose of the seasonal <br />industrial waste operation is to provide acost- <br />effective and environmentally sound waste dis- <br />posal system. A secondary and reciprocal function <br />of the facility is the use of cannery waste to irrigate <br />grass crops. The irrigation site, facilities, andequip- <br />ment are owned by the MWMC but are operated <br />and maintained by the City of Eugene for Agripac. <br />All operating costs are billed to Agripac. The <br />system consists of a pump station, piping, storage <br />lagoon, and center pivot irrigation system, and a <br />groundwater monitoring system. <br />The construction of a separate cannery waste dis- <br />posal facility was more economical and efficient <br />than up-sizing the regional plant to handle the <br />seasonal loading of cannery waste. In addition, <br />potential odors and the less stringent effluent stan- <br />dards required for food processing wastes made <br />separate systems more desirable. <br />CANNERY WASTE MANAGEMENT <br />OPERATIONS <br />The bulk of the vegetable processing occurs sea- <br />sonally -April through November. Irrigation <br />occurs at the same time, except during pollination <br />and harvesting periods. Many other activities take <br />place during the off-season months (late Decem- <br />ber through March), such as winterizing, inspect- <br />ing, and testing equipment; undertaking preven- <br />tive and corrective maintenance; maintaining site <br />and grounds; monitoring the lagoon, groundwater, <br />and surface runoff; updating records and reports; <br />and preparing equipment for the season start-up. <br />PHYSICAL DESCRIPTION <br />The CWMF is located five miles north of Eugene <br />and eight miles from the Agripac Cannery. A <br />portion of the overall system is located at Agripac, <br />including screening, primary clarification, sam- <br />pling equipment, and a caustic system and pump <br />station.
