Page 6 <br />Section B: ORGANIZATIONAL STRUCTURfi <br />The City of Eugene provides operations and main- <br />tenanceservicesthrough the Wastewater Division <br />of the Public Works Department. The Wastewater <br />Division began operation of the new treatment <br />facility in April 1984 with 62 employees. A plant <br />superintendent and assistant superintendent pro- <br />videdoverall management of the divisions. Plant <br />operation was carried out by a process control <br />manager, four shift supervisors, ten Operators II's <br />and ten Operators I's. <br />Plant maintenance was performed under the direc- <br />tion of a maintenance manager and maintenance <br />supervisor. The maintenance section was divided <br />into two groups: mechanical maintenance and <br />facility maintenance. The mechanical mainte- <br />nancestaff consisted of eight full-time employees: <br />five Mechanic II's and three were Mechanic I's. <br />The facility group consisted of five full-time per- <br />sonnel: aUtility Worker III, three Utility Worker <br />I's, and a custodian. <br />Laboratory and Industrial Waste Monitoring sec- <br />tions were supervised by an Administrative Ana- <br />lyst II. The laboratory work group consisted of <br />three full-time laboratory technicians. The Indus- <br />trial Monitoring duties were carried out by an <br />Engineering Technician II and an Engineering <br />Technician I. <br />The Computer Section and the Sludge Program <br />were supervised by a chemical engineer. The Com- <br />puter Section was staffed with one full-time Pro- <br />grammer II, and the Sludge Program was staffed <br />with one supervisor and four Utility Worker II's. <br />Administrative assistance andoffice functions were <br />supervised by one Staff Assistant II. The data <br />control and office positions were staffed with one <br />Programmer I and two Office Clerk II's. <br />The organizational structure in June 1991 was very <br />different. All exempt job titles were changed as a <br />result of aCity-wide classification study completed <br />in 1988. The process control manager and the <br />maintenance manager pos itions were consolidated <br />into one plant manager position. The assistant <br />superintendent position was eliminated and a new <br />wastewater systems manager position was created. <br />A Projects Services section was created, and many <br />other job titles and work section were renamed to <br />more accurately reflect job and service functions. <br />The Wastewater Division employs 69 full-time <br />employees. The division director is responsible for <br />overall operation of the regional facility. The di- <br />rector is assisted by the wastewater systems man- <br />ager, who is responsible for Computer Services, <br />Proj ect Services, andEnvironmental Services work <br />groups and by the plant manager, who is respon- <br />siblefor Operations, Maintenance, Residuals, and <br />Stores work groups. Under the direction of the <br />plant manager, two Operations supervisors pro- <br />vide day-to-day supervision of the 49-MGD sec- <br />ondary treatment plant. They oversee 12 Waste- <br />water Technician III's (journeymen) and four <br />Wastewater Technician II's (apprentices). <br />In the Maintenance Section, also under the plant <br />manager, a maintenance supervisor oversees the <br />work Of four subgroups: general maintenance, in- <br />strumentation, electrical, and pump stations. The <br />general maintenance subgroup is staffed with ten <br />journeymen Wastewater Technician II's. The in- <br />strumentation group consists of a senior instru- <br />menttechnician and two instrument technicians. <br />The electrical group has one Electrician II and one <br />Electrician I. The pump station group consists of <br />three Maintenance Technician III's. <br />AFacilityMaintenancesectionwas createdshortly <br />after plant start-up and also is managed by the <br />plant manager. The Facility Maintenance section <br />is staffed with a supervisor, three Utility Worker <br />III's, three Utility Worker I's, one Parks Specialist <br />IIB, one Custodial Worker II, and one Custodial <br />Worker I. <br />The Residuals Management section was formed <br />after plant start-up and consists of both the Sludge <br />Management Program and the Cannery Waste <br />Management Program. Before 1989, these two <br />programs were independent; in 1989, they were <br />merged into one section. The section is managed <br />by an operations supervisor and staffed with one <br />WastewaterTechnician IV,one WastewaterTech- <br />nician III, and two Wastewater Technician II's. <br />The Storeroom Services section consists of one <br />buyer and one full-time Stores Clerk. Another <br />Clerk II assists in Storeroom duties when not <br />working with the office staff. <br />The Environmental Services performs laboratory <br />functions and industrial waste monitoring.
