INTRODUCTION AND BACKGROUND <br /> AREA OF STUDY <br /> The area of study is generally known as the River Road and Santa Clara areas that extend from the <br /> Willamette River on the east, Chambers Connector at the south, Northwest Expressway/Prairie Road to <br /> the west and Beacon Drive on the north. Belt Line Road is considered the dividing line between River i <br /> Road and Santa Clara. <br /> <br /> CITIZEN INVOLVEMENT <br /> The committees' process included several opportunities for citizen involvement. At each meeting, the <br /> committees allowed time for public comment at the beginning and end of the meeting. All agendas and <br /> background materials sent to the committees prior to each meeting were also mailed in advance to all <br /> interested parties that attended the meetings or requested information. ' <br /> The committees are made up of many individuals with other interests and affiliations with groups in the <br /> River Road and Santa Clara area. During the 18-month review process, committee members provided <br /> information and solicited input from these other organizations. These included the River Road and <br /> Santa Clara neighborhood groups, fire districts, water districts, River Road Parks and Recreation district, <br /> and local neighbors, to name a few. <br /> The final, major citizen involvement opportunity was a large public input session held after the <br /> committees had begun their fmal deliberations and recommendations. The committees held two public <br /> input sessions on May 16 and May 18, 2002. These sessions included an introductory informal <br /> information time when community members could talk one-on-one with committee members about <br /> specific services and a more formal public testimony session where community members could provide <br /> input into the preliminary recommendations of the committees. The appendix lists the input received <br /> during these input sessions including minutes from the meetings. <br /> PREPARATION OF FINAL REPORT AND RECOMMENDATION <br /> This report represents the views and recommendations of 16 committee members, each with his or her <br /> own perspectives, opinions, and values. In order to have this report be as much the work of the <br /> committees as possible, each major theme and service recommendation section was drafted by an <br /> individual committee member and then presented, reviewed and approved by the full committee. Thus, ' <br /> each section of major theme and service recommendation has the "byline" of the member who was the <br /> original author. <br /> 2 <br /> <br />
