Hopefully, the modifications now underway in the River Road resurfacing <br /> project will alleviate some of the congestion and the improvements to Belt Line in TransPlan will further <br /> <br /> ' improve traffic flow. <br /> The long, narrow streets, many of them dead ends, do not lend themselves to street connectivity <br /> standards. Current ordinances do. not fit the River Road Santa Clara area. New standards for this area <br /> should be considered. <br /> _ Per background information given the committee, "With respect to street maintenance, service delivery <br /> boundaries and coordination between the City and County are working well." But, "There maybe <br /> funding issues in the future, as the City increasingly takes on responsibility for the rest of the Santa <br /> Clara/River Road area." As we heard from community and committee members, preserving the <br /> character of the River Road Santa Clara area is foremost. We encourage the City and County to continue <br /> their dialogues with the community when planning for future road projects. <br /> . <br /> WATER SERVICES <br /> By Emily Mackenzie <br /> How the service is provided: j <br /> River Road Water District and Santa Clara Water District contract with EWEB through their IGAs to <br /> provide services for residents outside of the city within the Urban Growth Boundary. <br /> Both districts purchase surplus water from EWEB at wholesale rates. Any annexed properties in the <br /> water districts receive service directly from EWEB and are withdrawn from the districts. <br /> What We Have Learned: <br /> Residents in the River Road/Santa Clara area are generally happy with EWEB's provision and if the <br /> water districts were to dissolve, there would be essentially no change in the services. The water districts <br /> are essentially an extra layer of government in providing water services to area residents, but they <br /> provide local control and elected representation. However, dissolution of the River Road Water District <br /> would require another step to provide fire protection. <br /> i <br /> 47 <br /> <br />
