SPECIFIC SERVICE RECOMMENDATIONS <br /> l STORM SEWER <br /> (continued) ' <br /> i <br /> The City of Eugene needs to make contractors accountable for their impact on the various drainage <br /> waterways. When the City of Eugene allows a new development, it needs to take into consideration the <br /> y impact on the drainage system. <br /> Goals and Recommendations <br /> • Lane County should institute a regular scheduled leaf pick-up coordinated with the Eugene <br /> schedule. ~ <br /> • Eugene and Lane County need to develop consistent plans, regulations, and practices and work <br /> together to address storm water and drainage issues. <br /> • Both agencies need to ensure new development provides adequate drainage and minimizes ' <br /> impacts on the drainage systems. <br /> There needs to be a coordinated enforcement and follow-up on illegal dumping and filling of the <br /> natural drainage channels and ditches. <br /> TRANSPORTATION AND STREET MAINTENANCE <br /> By Susan Miller <br /> How the Service is Provided: <br /> Street maintenance within the River Road and Santa Clara area is coordinated through an intergovern- <br /> mental agreement (IGA) between the City of Eugene's Public Works Maintenance Division and Lane <br /> <br /> ~ County's Public Works Engineering Division. The 1999 street maintenance IGA developed clear <br /> borders for each agency: the County maintains all streets north of Belt Line and the areas west of River <br /> Road and south of Belt Line. The City maintains those streets south of Belt Line and east of River Road. <br /> The exception is that the City maintains the roadway surface, signs, striping and traffic signals on River <br /> Road itself from the Chambers overpass to Irving Rd. In this agreement, the City maintains 21.35 miles <br /> of County roads and the County maintains 18.96 miles of City roads. <br /> i <br /> Annexed areas in River Road and Santa Clara are maintained according to urban standards regardless of <br /> whether services are provided by the City or County. The County/City Road Partnership Program <br /> Agreement, adopted in 1997, provides for the transfer of County roads to Eugene or Springfield when <br /> areas are annexed. In at least one instance (Greenwood Street off Scenic) this has led to a gravel street <br /> paved, curbed and guttered on the half of the street nearest the annexed property, leaving the other half <br /> graveled. The City's priority for maintenance is focused on streets with curbs and gutters, minimal <br /> maintenance on asphalt streets without curbs and gutters, and zero maintenance on gravel streets. The <br /> City does minimal maintenance on streets not up to City standards. Routine maintenance includes ~ <br /> potholes, etc. but not overlay or sealing programs. <br /> _ 45 <br /> <br />
