BUILDING AND NEIGHBORHOODS <br /> By Mara Wile <br /> i <br /> How the service is provided: <br /> The service area that the committee cited as most needing remediation is Planning and Development. <br /> Given the high level of development and infill over the last ten years, and lack of positive interactions <br /> with city staff, it appears to be one of the more contentious issues/service areas. Currently, all property <br /> in River Road Santa Clara receives this service from the City of Eugene (City). For property outside the <br /> City, Lane County (County) has entered into an inter-governmental agreement with the City to provide <br /> these services. The County's only involvement is to adopt (or not adopt) land use regulations developed <br /> by the City. Currently, unincorporated portions of River Road/Santa Clara are regulated under the <br /> revious Land Use Code since the Board of Coun Commissioners has not ado ted the new code. <br /> P ty p <br /> i <br /> Neighborhood organizations in the area. receive many of the same services as other neighborhood <br /> organizations that are entirely in the city limits. The biggest difference is that financial funding for <br /> neighborhood newsletters is only provided for the addresses inside. the city limits. Lane County doesn't <br /> currently provide any funds or assistance to the neighborhood organizations. <br /> Building permit services are provided by the City and are 100% fee supported (except for a small general <br /> fund allocation for overhead costs). Land Use permits are also provided solely by the City but in large <br /> part are subsidized with City dollars (estimated at 50% of costs covered by fees). However, in order to <br /> process most of these applications, annexation to the City is a requirement. <br /> 37 <br /> <br />
