Years ago, <br /> <br /> the River Road Water District sued to provide vegetation <br /> <br /> maintenance of these channels, but has ceased this practice. The ~ " { <br /> only drainage maintenance by Lane County is done on drainage <br /> and storm water facilities in the road right-of--way due to the <br /> funding limitations of the road fund. Private property owners, in <br /> the developed portion of River Road have responsibility for many <br /> of the remaining streams. There, is no comprehensive program of <br /> stormwater management between Lane County and Eugene. <br /> p, - ~ <br /> ~::u <br /> i li <br /> TRANSPORTATION SERVICES <br /> ! Kourt Drive was built in Lane County and has an <br /> asphalt mat with roadside drainage. There are no <br /> sidewalks and trees near the street and small front <br /> ' ~ K, yards would make street improvements difficult to <br /> a design without changing the character of the area. ' <br /> ~~'~k ais, ~ y <br /> ~ Y " ~ Street maintenance on Kourt Drive is done by Lane <br /> ~ County under a joint agreement with Eugene. The ' <br /> > , <br /> area north of Maxwell Road and east of River Road , <br /> is maintained by Lane County. The remainder of <br /> River Road south of Belt Line Road is maintained <br /> by Eugene. The formula is based on a calculation of <br /> the relative areas that are in the unincorporated area <br /> of Lane County inside the Eugene urban growth boundary and are inside Eugene. The agreed to ' ` <br /> maintenance includes: roadside ditch, shoulder, and surface maintenance, maintenance of traffic control <br /> devices, and snow and ice control. Maxwell Road and River Road were improved by Lane County a ' <br /> number of years ago and there are future plans to improve River Avenue. While the City will not repave F <br /> unimproved streets, the County will. Therefore, Lane County will repave Kourt Drive when necessary. <br /> WATER SERVICE <br /> The River Road Water District provides water service to homes on Kourt Drive. The district contracts <br /> with Eugene Water and Electric Board for service. EWEB does all the water line construction and <br /> maintenance and billing for water service for the district. If a water customer on Kourt Drive has a <br /> problem with his water service or bill, he calls EWEB. The water district also provides street lighting <br /> under contract and the Board considers requests for street lighting based on a traffic safety criteria. <br /> Street lighting is paid by levying a street lighting fee on the water bill.
