MAJOR THEMES <br /> <br /> WE NEED A PLAN FOR THE AREA <br /> (continued) ` ' <br /> On the other hand, many Santa Clara developments have taken place on former farming acres where <br /> many acres where developed at one time which logistically has worked well. However, residents of <br /> newer developments in Santa Clara have lamented that they don't feel a sense of community nor have <br /> they developed an identity with their surrounding. Original configuration of land use in the older <br /> developed areas lends well to establishing a sense of community. Quiet streets and dead-end streets have <br /> facilitated a solid sense of neighborhood and community. <br /> Community Organization Board Members and residents have tried to explain these issues to the. City <br /> Planning Commission. Unfortunately, they have been told that River Road Santa Clara issues are too <br /> vast and encompassing for the Commission to begin to address. River Road Santa Clara residents are <br /> concerned and knowledgeable about their neighborhood. They want to be involved in resolving these - <br /> issues and to begin a collaborative effort so that jointly the City and residents can come up a plan that <br /> reflects the unique characteristics of our area. This would be similar to those specific plans developed <br /> by the city for other areas such as in the South Hills or West Eugene wetlands. River Road Santa Clara <br /> are developing at a much more rapid rate than the majority of the City. We feel it's vital to protect the <br /> unique character of our area and would like a planning document that reflects this wish. <br /> Lastly, cities and counties across the country are grappling with similar urban service delivery issues <br /> (potential annexation). Generally, the municipalities involved have an economic feasibility study <br /> performed by an independent agency prior to proceeding with an annexation plan. A good financial <br /> picture is worth a thousand words when it comes to delivering services. Since annexations are already <br /> underway in River Road Santa Clara, this type of study is long overdue. This study would enlighten all <br /> of us as to what services can be expected and who and how they are to be paid. City councilors have <br /> commented that the City is paying far too much of the costs associated with River Road Santa Clara. On <br /> the other hand, county residents have expressed concern that the City collects our highest property tax ~ ' <br /> dollars and have given little back to the community. Ordering this study should be the very first step in ; <br /> this transition process. We request that this study not be done by LCOG as they are too closely affiliated <br /> with City/County staff and would not be viewed as impartial.
