TECHNICAL MEMORANDUM ~~~.. ~~;„~~,. <br />Avenue A through Riverfront Research Park - <br />Estimate of Probable Construction Costs <br />PREPARED FOR: Mark Schoening/City of Eugene <br />PREPARED BY: John Lowe <br />coPiES: Michelle Cahill/City of Eugene <br />Gary McNeel/City of Eugene <br />SATE: June 2, 2004 <br />BACKGROUND <br />The Triad/McKenzie-Willamette Hospital (Hospital) has expressed an interest in <br />purchasing the EWEB site on which to construct a hospital. The Hospital has stated that it <br />will require railroad grade-separated access from the north and south plus an additional <br />grade-separated crossing of the proposed Hwy. 99W and the UPRR would be required. The <br />north access grade-separated access already exists. The southerly grade-separated access <br />may be obtained by connecting the south boundary of the EWEB site with and existing <br />grade separation located at Agate Street. It is assumed that the connection to the Agate <br />Street undercrossing will be made in accordance with the Riverfront Research Park Master <br />Plan as provided by the City. The connecting roadway is known as Avenue A in the Master <br />Plan. <br />This estimate is prepared for use with the Patterson Underpass and assumes that the <br />existing UPRR crossing at the 8th Avenue/Hilyard intersection will not be needed. <br />-' Accordingly, items that would be needed if the Patterson Underpass is not built, Temporary <br />Traffic Signal at the 8th Avenue/Hilyard Intersection and Upgrade/Replacement of Existing <br />~ Railroad Controller are not included in this estimate. With the Patterson Underpass, the <br />;; <br />'- ~ Motorist Information System is also not needed and so is not included in this estimate. <br />In preparing the estimate, extensive use was made of existing information generated as part <br />~' _ ,' of the adjacent Eugene U.S. Courthouse District project. Remaining data on which to base <br />the estimate was obtained from recent analogous CH2M HILL projects and experience. <br />,., <br />I BASIS OF ESTIMATE <br />The following is a brief summary of how the estimate was prepared and/or assumptions <br />used: <br />Roadway <br />~ The Avenue A roadway proposed for the connection consists of two 11-ft. travel lanes, a 12' <br />` median, two 9'-6" parking and/or planting strips, and two 6-ft. setback sidewalks with a 1' <br />- reserve strip in a 75' Right of Way.
