' TECHNICAL MEMORANDUM ._~~~~1., <br />Patterson Street Underpass -Estimate of Probable <br />Construction Costs <br />PREPARED FoR: Mark Schoening/City of Eugene <br />PREPARED BY: John Lowe <br />coPiES: Michelle Cahill/City of Eugene <br />Gary McNeel/City of Eugene <br />DATE: June 5, 2004 <br />BACKGROUND <br />The Triad/McKenzie-Willamette Hospital (Hospital) has expressed an interest in <br />purchasing the EWEB site on which to construct a hospital. The Hospital has stated that it <br />will require railroad grade-separated access from the north and south plus an additional <br />grade-separated crossing of the proposed Hwy. 99W and the UPRR would be required. The <br />north grade-separated access already exists and a prior study estimated the probable <br />construction cost of providing the south grade-separated access by connecting the EWEB <br />site with the existing Agate Street underpass. The Hospital specified that the additional <br />grade-separated crossing must be between the existing UPRR crossing located near the <br />Hilyard Street/existing 8th Avenue intersection and the viaduct at the north end of the site. <br />The City staff identified the desired crossing location at approximately the same location as <br />proposed in the Eugene U.S. Courthouse District project for the intersection of realigned 8th <br />Avenue and Hwy. 99W. The City authorized CH2M HILL to advance the conceptual layout <br />provided by the City staff to a point at which a conceptual level estimate of probable <br />construction cost could be prepared. <br />In preparing the estimate, extensive use was made of existing information generated as part <br />of the adjacent Eugene U.S. Courthouse District project. Discussions were held with John <br />Trumble/UPRR representative to obtain guidance as to UPRR's requirements. Remaining <br />data on which to base the estimate was obtained from recent analogous CH2M HILL <br />projects and experience. All costs are in 2004 dollars. <br />BASIS OF ESTIMATE <br />The following is a brief summary of how the estimate was prepared and/or assumptions <br />used: <br />Roadway <br />The roadway proposed for construction of the underpass consists of two 12-ft. travel lanes <br />and two 8-ft. sidewalks for a total of 40 ft. between the retaining walls. The pavement <br />•.' section used for the basis of the estimate is the same used for Ferry Street in the Eugene U.S. <br />Courthouse District project, i.e. 6" Dense Graded AC over 8" Aggregate Base.
