This report is <br />not intended to be a full transportation impact study, but rather address traffic opportunities and <br />constraints associated with the future traffic operations surrounding the potential area where the <br />Triad Hospital may relocate. This report is an update from an April 13, 2004 memorandum , <br />which incorporates and addresses comments provided by the City of Eugene on April 15, 2004. <br />The following report summarizes existing conditions (2003), assumptions/methodology for <br />future analysis, future 2007 build and no-build conditions for the AM and PM peak hours, and <br />future 2025 PM peak hour build conditions. All analysis in this memorandum is predicated on ' <br />prior analysis recently completed for the Downtown Eugene Federal Courthouse Transportation <br />Analysis. ~ <br />KEY FINDINGS <br />The following summarizes key findings through this preliminary traffic analysis <br />• A 150-bed hospital facility (approximately 250,000 square feet) would generate <br />approximately 405 total PM peak hour trips. <br />• A 250-bed hospital facility (approximately 470,000 square feet) would generate <br />approximately 760 total PM peak hour trips. <br />• Trip distribution for the site was evenly balanced throughout the roadway network with <br />approximately 28 percent destined north (to/from the Ferry Street Bridge), approximately <br />26 percent destined to the west, approximately 29 percent to the south and approximately <br />17 percent destined to the east (to/from Franklin Boulevard). <br />• Existing access to the project site is provided at the north end via 4th Avenue2 and at the <br />south end at the existing 8th Avenue/Hilyard Street intersection. An at-grade UPRR <br />crossing exists immediately northeast of the 8th Avenue/Hilyard Street intersection that <br />requires all project related traffic using this access point to cross the UPRR tracks at- <br />grade. Information provided by the City of Eugene indicates that the crossing is blocked <br />by trains approximately once per hour during the day with the closures lasting between <br />` Draft analysis and report summarized in March 2004 for the City of Eugene by DKS Associates. <br />r -- z Two access points to the project site exist today on 4`h Avenue.
