Record of Decision Attachment C -Agency Comment and Responses
draft and fmal documents correctly concluded that '! !
the suggested transportation demand management
program would mitigate the shortage of public
parking.
The issue of a planned pazking structure in
Springfield was raised by city representatives during
oral comments on the draft EIS. These comments
and the response aze included in the fmal EIS on page
247. The fmal EIS states that "While amulti-level
parking garage may be built to accommodate future
commercial development downtown, this project has
not yet received land use or building permits; hence
including it as part of the EIS analysis would be
speculative and thereby inconsistent with the
National Environmental Policy Act."
It is unclear exactly what is proposed by "...use
temporary parking in Willamalane's facility." If the
intent of the comment is to suggest that the nearby
Island Park be used for courthouse azking until
P
additional parking is provided in downtown
Springfield, that is not a viable alternative. Parking
within Island Park is for pazk visitors and is not ,,
intended for other uses.
1.26-The Public Agency Network (PAN) is
developing a regional telecommunication service
using existing and new infrastructure. The network is
likely to be functional within six months. The PAN
would serve the entire community and not just
Eugene.
1.27-The 100- and 500-yeaz floodplains aze located
adjacent to the River&ont site, as shown in Figure 8
on page 46 of the final EIS. The information is
correct as shown.
