These comments <br />and the response aze included in the fmal EIS on page <br />247. The fmal EIS states that "While amulti-level <br />parking garage may be built to accommodate future <br />commercial development downtown, this project has <br />not yet received land use or building permits; hence <br />including it as part of the EIS analysis would be <br />speculative and thereby inconsistent with the <br />National Environmental Policy Act." <br />It is unclear exactly what is proposed by "...use <br />temporary parking in Willamalane's facility." If the <br />intent of the comment is to suggest that the nearby <br />Island Park be used for courthouse azking until <br />P <br />additional parking is provided in downtown <br />Springfield, that is not a viable alternative. Parking <br />within Island Park is for pazk visitors and is not ,, <br />intended for other uses. <br />1.26-The Public Agency Network (PAN) is <br />developing a regional telecommunication service <br />using existing and new infrastructure. The network is <br />likely to be functional within six months. The PAN <br />would serve the entire community and not just <br />Eugene. <br />1.27-The 100- and 500-yeaz floodplains aze located <br />adjacent to the River&ont site, as shown in Figure 8 <br />on page 46 of the final EIS. The information is <br />correct as shown. <br />
