PART 1 <br />CONCLUSIONS <br />The Site Selection Team, with the active participation of the proposed <br />primary tenants, the U.S. District Courts, have applied technical <br />evaluation factors to the five potential development site alternatives. <br />The five potential sites fall within the delineated geographical area. <br />Alternatives addressed in the Draft EIS but not carried forward to the <br />Final EIS, include the Gateway site (Alternative 3), the Eugene Water <br />and Electric Board sites (Alternatives 4A and 4B), and the Broadway <br />site (Alternative ~. These sites were deemed unfeasible and were <br />eliminated from further consideration. Purchase of the Broadway site <br />would have exceeded the budget for property acquisition. <br />Of the remaining two sites under consideration the Site Selection Team <br />recommends that Alternative 2, Option A, Eugene, Oregon, be the <br />preferred site for the new U.S. Courthouse. Alternative 2, Option A, is <br />bordered by East 8t" Avenue, Mill Street (Highway 99), the Southern <br />Pacific Railroad tracks, and the center line of the unimproved Ferry <br />Street right-of--way. The site includes acquisition of the AutoCraft <br />property. The recommendation is based upon the summary comparison <br />of the sites which demonstrates that Alternative 2, Option A, is superior <br />to the other site as it pertains to operational efficiency, security, site risk <br />and aesthetics. It is believed that Alternative 2, Option A, can be <br />acquired within the $3.5 million budgeted for site acquisition. Due to <br />the budget limitation for site acquisition, it is likely that GSA will <br />purchase the major portion of the site consisting of AutoCraft and the <br />contiguous Chiquita property for a total of approximately four acres. <br />All factors considered, Alternative 2, Option A, Eugene, Oregon <br />appears to be the most advantageous to the Government. <br />
