Record Of Decision <br />The environmentally preferred alternative: <br />The alternative that is considered to be environmentally preferable is Alternative 2, Option A - Chiquita <br />(formerly Agripac) site in Eugene, Oregon. <br />The decision: '. - <br />Considering all the factors, I have decided .the site for the new federal courthouse that is most <br />advantageous to the United States is Alternative 2, Option A - Chiquita (formerly Agripac) site in <br />Eugene, Oregon. Given the budget authorized by Congress for property acquisition, it is likely that <br />GSA will purchase a major portion of .the land identified as Alternative 2, option A but not the entire <br />site. The property to be purchased would be greater than the 2.5 acres described as Alternative 2, option <br />B, but less than the 5.17 acres described as Alternative 2, option A. <br />The close proximity of the Alternative 2 site to the existing federal facility and Lane County Jail will <br />allow for greater operational efficiency than provided by the Riverfront site. <br />This site will allow the U.S. Courts, GSA, and other federal agencies to: <br />^ Meet current and future space needs of the U.S. Courts and related agencies <br />^ Create a functional, economical, efficient, and flexible building <br />^ Provide safety and security for building occupants and federal assets <br />^ Increase efficiency of courts and court-related agencies through co-location <br />^ Reduce lease costs by locating agencies in government-owned space <br />^ Create architecture and art that reflect the dignity of the courts <br />^ Create a place that is accessible and comfortable and enhances human dignity <br />^ Create a building that strengthens and enhances the project site <br />^ Create astate-of the art building that encompasses maximum value <br />^ Construct anenergy-efficient building. <br />Integrated into this decision is the recommendation of the Site Selection Team contained in the Site <br />Selection Report (Attachment B). <br />All practicable means of avoiding or minimising environmental harm from the selected alternative are <br />adopted, through the Mitigation, Monitoring, and Enforcement Program (Attachment A). <br />Signature: Date: 3 _ i° <br />Robin raf, Acting Regional Administrator '. <br />U.S. General Services Administration <br />;! <br />Northwest /Arctic Region <br />~' <br />(' <br />_, <br />i <br />New Federal Courthouse Page 8 of 8 March 2001 <br />
