The most likely scenario includes the <br />following phases. <br />Phase 1: Local Street Improvements <br />within 7 to 2 years) <br />This includes improvements to 8th between Mill <br />Street and the railroad crossing at Hilyard, as well as <br />construction of Ferry from 8th Avenue north to the <br />rail road tracks and along the tracks to a connection <br />to 6th Avenue. <br />Phase I1: bth Avenue Along the Railroad <br />Tracks (within 4 to 5 years) <br />The 6th Avenue Extension, the new westbound <br />portion of Highway 99, needs to be constructed <br />from Hilyard Street, continuing along the tracks and <br />intersecting with the extension of Ferry Street, and <br />continuing on to 6th Avenue. The pedestrian/Millrace <br />path under the tracks would also be constructed in <br />this phase. Additional improvements to the intersec- <br />tion of Hilyard and Broadway may be required. <br />Phase 111: Improvements to Mill and <br />Broadway within 5 to 7 years <br />After the traffic has been relocated along the new 6th <br />Avenue extension, improvements can be made to the <br />intersection of 8th and Mill Street to add a signal and <br />small pedestrian refuge and other related improve- <br />ments. Improvements would also be made to Broad- <br />way, such as widening sidewalk, adding street trees <br />or on-street parking. <br />Page z8 <br />
