Aesthetics <br />northeast of the site. The new courthouse may be visible from portions of Alton Baker Park, the <br />pedestrian bridge leading to the park, and Skinner Butte. No significant existing street-level <br />view corridors would be blocked, and no land uses particularly sensitive to light, glare, or <br />shadow impacts would be affected by Alternative 2. <br />Although the precise location of the proposed federal courthouse under Alternative 2, options A <br />and B within this site has not been determined, development of this site would not require the <br />removal of the Agripac office building. However, the potential proximity of the proposed <br />courthouse to this building may result in a substantial visual impact to the Agripac office <br />building. <br />No-Action Alternative <br />No visual impacts would result from this alternative. <br />Potential Mitigation Measures <br />Light and glare impacts resulting from temporary construction activities and permanent <br />operation of the new courthouse at the Alternative 1 site in Springfield could be mitigated by the <br />following measures: <br />^ Using directional and shielded exterior lighting fixtures <br />Using a low reflective building material for the building cladding <br />• Minimizing use of interior lighting during nighttime hours <br />^ Landscaping the site in a way that would soften the harshness of exterior <br />lighting and glare. <br />To minimize visual incompatibility with existing development at the selected site, and to <br />mitigate light and glare impacts on residential areas, the new courthouse could be located to <br />maximize the separation from surrounding low-rise structures and residential areas. In addition, <br />a lower building with a larger footprint could be considered, to minimize shadows and visual <br />impacts on residential areas adjacent to the Alternative 1 site. The courthouse site could also be <br />landscaped to establish a connection to the surrounding area, in a manner consistent with safety <br />and security requirements. <br />Significant Unavoidable Adverse Impacts <br />No significant unavoidable adverse visual impacts would result from locating the new <br />courthouse on the' Alternative 2 site. Light and glare impacts resulting from temporary <br />construction activities and permanent operation of the new courthouse would be significant at the <br />Alternative 1 site in Springfield, due to the proximity of these sites to residential neighborhoods. <br />Installing directional lights, using low-reflectance exterior building materials, and minimizing <br />~ ' interior lighting at night would reduce some of the light and. glare impacts.
