Aesthetics <br />Affected Environment <br />The Alternative 1 site is located in Springfield adjacent to Island Park near the Willamette River. <br />The Alternative 2 site is located within a commercial and light-medium industrial area between <br />Eugene's downtown core and the Willamette River. <br />The Springfield alternative site consists of low-rise office buildings, small parking areas, and a <br />few commercial businesses. <br />The area surrounding the Alternative 2 site in Eugene consists of a variety of low and medium- <br />rise buildings, parking lots, and commercial businesses. Visually, this area is dominated by <br />strong rectilinear forms of buildings and other structures and contains sparse vegetation and no <br />open green space. Grays, browns, and whites with hints of muted blues, greens, yellows, and <br />reds dominate the colors from most views of this area. The terrain in this area is flat, and <br />although Skinner Butte may form a distant backdrop to some views looking northwesterly, there <br />are no notable view corridors from within this area. <br />Alternative 1, Options A and B <br />The Riverfront site in Springfield is dominated by rectilinear forms of buildings and parking lots. <br />However, trees and shrubs bordering the parking areas and buildings provide significant shade <br />and give visual relief to the hard edges. In addition, Island Park provides a densely vegetated <br />backdrop for westerly views of this site, and views of the park are only partially obstructed by <br />the existing low-rise office park. <br />The portion of the R.iverfront site near the intersection of Mill and Main streets is less vegetated <br />and is dominated by buildings and paved surfaces. The area to the north and east of the site is <br />i. distinctly more residential, consisting mostly of two-story apartment buildings and a few single- <br />family residences. Several historic properties in the area surrounding the Alternative 1 site, <br />which are described in the section on historic and cultural resources, do not strongly influence <br />the visual character of the site and its immediate surroundings. <br />Alternative 2, Option A (Preferred Alternative) and Option B <br />The Chiquita site (formerly Agripac) in Eugene shares the general visual characteristics of the <br />Eugene study area described previously. Features unique to this site include the Agripac <br />vegetable packaging plant and the Auto Craft body shop to the west. The craftsman-style cast <br />stone Agripac office (now the Chiquita Processed Foods office) and associated warehouses <br />dominate this site and impart an industrial character to it. The Agripac plant is one of the last <br />remnants of the traditional industrial core of Eugene. The cast block construction of the exterior <br />walls, exposed rafters, and wooden window and door casings give the office building a rustic <br />New Federal Courthouse 75 Final EIS <br />
