Historic and Cultural Resources <br />is provided in the draft EIS, Appendix A. The area of potential effect includes each alternative <br />site and the historic structures on the full blocks surrounding it. The buildings across the street <br />from each of the alternative sites are included in the azea of potential effect, because their setting <br />and aesthetic value could be affected by the removal of properties on the selected site, and <br />because they may be affected by the addition of a large-scale modern building in their vicinity. <br />After publication of the draft EIS, 29 additional properties within the area of potential effect for <br />the Riverfront site (Alternative 1) were surveyed. The survey is provided as Appendix A of this <br />final EIS. Of the 29 properties inventoried, three are commercial buildings, 24 are single-family <br />residences, and two are residential duplexes. The draft EIS identifies three properties on the <br />Riverfront site that aze potentially eligible for listing on the National Register of Historic Places. <br />The historic inventory concluded that two of the 29 properties aze potentially eligible for listing <br />on the National Register of Historic Places. These properties aze located at 111 West C Street <br />and 214 Pioneer Pazkway in Springfield. The former is a small 1923 craftsman-style house <br />situated on the southeast corner of West C Street and Mill Street. This bungalow is notable <br />because it was built with cast concrete blocks, which were used not only for structural support <br />but also as a decorative material, at a time when Springfield's main industry was lumber <br />production and the majority of buildings in the community were wood frame. The second <br />property is known as the Stewart house, built in 1906 by Harry Stewart, the son of a prominent <br />Springfield pioneer. The Stewart house retains its architectural integrity and is a fine example of <br />an early craftsman-style residence. <br />Unlike Eugene, the city of Springfield has not conducted a formal inventory of historic buildings <br />in its downtown azea. The city has established the Washburne historic district and listed eight <br />individual buildings as historic landmazks, but has not identified any landmazk properties within <br />the federal courthouse project study area. <br />Within the azea of potential effect for the Chiquita site in Eugene (Alternative 2), 52 historic <br />buildings (over 50 years old) were identified. There aze no buildings under 50 yeazs of age that <br />exhibit the exceptional significance required for properties less than 50 years old to be eligible <br />for the National Register of Historic Places. Of the 52 historic buildings identified, 47 have been <br />inventoried during previous cultural resource investigations. Five additional buildings were <br />inventoried for this project, as follows: <br />^ 363 High Street <br />^ 364 East Broadway <br />^ 399 East 10th Avenue <br />^ 599 East Broadway <br />^ 962 Ferry Lane. <br />The inventory of buildings evaluated within the area of potential effect for Alternative 1 is <br />presented in the final EIS, Appendix A. Recommendations for the National Register eligibility <br />of properties located within the area of potential effect for Alternative 2 aze included in the draft <br />EIS, Appendix A, Table 1.
