Development of Goals and Objectives <br />As part of the prospectus development study prepared in 1993 by GSA, goals and objectives for <br />the new federal courthouse were developed to help guide the development of alternatives. The <br />main objectives for the proposal are the following: <br />^ Meet current and future space needs of the judicial agencies <br />• Create a functional, economical, efficient, and flexible building <br />^ Provide safety and security for building occupants and federal <br />assets <br />^ Increase efficiency of courts and court-related agencies through co- <br />loration <br />• Reduce lease costs by locating agencies in government-owned <br />space <br />^ Create architecture and art that reflect the dignity of the courts <br />^ Create a place that is accessible and comfortable and enhances <br />human dignity <br />^ Create a building that strengthens and enhances the project site <br />^ Create astate-of--the-art building that encompasses maximum <br />value <br />^ Construct anenergy-efficient building. <br />It was determined that a site within the urban area of either Eugene or Springfield would best <br />accomplish these goals and objectives. <br />New Federal Courthouse 19 Final EIS <br />
