Issues to Be Resolved <br />Following publication of the draft EIS, federal legislation was passed to allow court to be held in <br />the city of Springfield. The Riverfront site in Springfield, therefore, is still under consideration <br />and is included as Alternative 1 in the final EIS. <br />After the close of the public comment period for the draft EIS, the results of this National <br />Environmental Policy Act (NEPA) environmental analysis were considered, together with public <br />and agency comments and other GSA studies, in selection of a preferred alternative for <br />construction of a new federal courthouse. The Chiquita (formerly Agripac) site, Alternative 2, <br />option A is identified in this final EIS as the preferred alternative. <br />A 30-day waiting period will begin from the date of issue of the final EIS in the Federal <br />Register. This 30-day period is provided for final public review. During this period, the agency <br />also determines whether and how to proceed with the proposed action. At the end of the 30 days, <br />GSA issues a record of decision, which is the final step in the NEPA process. The record of <br />decision identifies all alternatives considered, states the decision (that is, the alternative <br />selected), and lists mitigation measures. <br />Specific mitigation measures regarding relocation assistance for displaced businesses on the <br />selected site will be determined after the record of decision is issued. Mitigation measures will <br />be developed in accordance with GSA policy and the Uniform Relocation Assistance and Real <br />Property Acquisition Policies Act of 1970, as amended (49 CFR 24). <br />New Federal Courthouse l7 Final EIS <br />
