General Services Administration <br />400 15th Street SW <br />Auburn, Washington 98001-6599 <br />(253) 931-7263 <br />January 18, 2001 <br />The proposed action is to construct a new federal courthouse in Eugene/Springfield in an <br />appropriate location and of sufficient size to satisfy the present and future needs of the federal <br />courts and related agencies. <br />This environmental impact statement examines a no-action alternative and two development site <br />alternatives. Each of the two alternative sites has two site-plan options, addressing the maximum <br />potential site area and the minimum practical site azea. <br />Each of the development alternatives involves construction of a new 265,290-square-foot federal <br />courthouse building and 80 secure parking spaces. The no-action alternative would continue the <br />use of the existing federal building/courthouse, supplemented by the continued use of leased <br />space throughout the Eugene/Springfield azea. <br />This document identifies the agency's preferred alternative as the Eugene site bounded by East <br />8th Avenue, Highway 99, the Southern Pacific Railroad tracks, and the centerline of the <br />unimproved Ferry Street right-of--way that bisects the Chiquita (formerly Agripac) property <br />(Alternative 2, option A). If practical, GSA may reduce the amount of property to be acquired, <br />in order to control costs and leave additional property for potential redevelopment by the city of <br />Eugene. Architectural design of the courthouse building would begin following final site <br />selection, to be published in the record of decision for the project. <br />
