Comments and Responses-Letter 11 <br />displaced businesses. The vacancy rate for <br />commerciaUindustrial property in Eugene was 8 <br />percent at the time the draft EIS was prepared. (No <br />residences would be displaced under any of the <br />alternatives.) <br />11.6-The cited statement in the draft EIS addresses <br />the potential for the proposed project to affect the <br />crime rate in the communities surrounding the site. <br />The EIS states that the project would not lead to a <br />substantial increase in the number of people on or <br />around the previously developed sites and that the <br />crime rate would not be affected by the proposed <br />project. In the stated context, the project would not <br />be an expansion of activities on the site but would <br />merely exchange the existing activities for <br />government activities.
