<br />section of the draft EIS does not
<br />conclude that developing the
<br />Riverfront site would result in any
<br />impact on wildlife in Island Park or
<br />the Willamette River.
<br />9.3-Construction noise generated
<br />during daytime hours (7 a.m. to 7
<br />p.m.) is exempt from noise
<br />standards or regulation.
<br />Construction noise is a temporary
<br />impact that would cease after
<br />construction is complete.
<br />9.4-Although locating the federal
<br />courthouse on the Riverfront site
<br />would increase the intensity of use
<br />at the site, a federal courthouse is
<br />consistent with the existing zoning
<br />for the site.
<br />9.5--The Island Park Partnership,
<br />in conjunction with the city of
<br />Springfield, has submitted a
<br />proposal offering its property to the
<br />GSA for the new federal
<br />courthouse.
