Safety and Security <br />Significant Adverse Impacts <br />Alternatives 1 and 2 <br />Because the proposed federal courthouse has not yet been designed, the discussion in this section <br />is based upon features expected to be included in the design. The new courthouse would be <br />designed both to meet the current and expected demand for courtrooms and to remedy the safety <br />and security deficiencies of the existing facility. In the past, the Eugene federal building/ <br />courthouse has been the focal point for political gatherings. Because public areas around a new <br />courthouse also might be used for demonstrations, the new facility must strike a balance between <br />security and public access. <br />Because safety and security of the facility is largely a function of the facility itself and is affected <br />by the surrounding areas only to a minor degree, the discussion presented below addresses both <br />alternative locations. After publication of the draft EIS, it became evident that the Chiquita <br />.(formerly Agripac) site alternative, Alternative 2 as presented in the draft EIS, would not allow <br />for an adequate distance between the new courthouse facility and the AutoCraft auto repair shop <br />to ensure safety and security of the new courthouse. In order to ensure safety and security, the <br />preliminary site layout for Alternative 2 at the Chiquita site was revised to include the AutoCraft <br />property. Removing the AutoCraft shop would increase the cleaz zone azound the federal facility <br />in Eugene, and this. would better meet the safety and security requirements for the new <br />courthouse. <br />Transport and Movement of Prisoners <br />As with the existing federal building/courthouse in Eugene, detainees would not be held <br />overnight in the new federal courthouse. They would be brought into the facility for trial, then <br />either remanded to the facility from which they came at the end of the day, transferred to another <br />facility after being sentenced, or released. There would be no change from the existing practice. <br />As in the current facility, full restraints would be used to control inmates during transport to the <br />new facility, and armed personnel would guard transport vehicles. However, transport vehicles <br />would enter a secured garage area and proceed to the vehicle sally port (the new parking gazage <br />would not be accessible to the public). A sally port is an azea with secure vehicle gates and <br />secure doors to the building interior, where detainees aze off-loaded from transport vehicles. The <br />transport vehicle enters the sally port, and the entrance gate is locked behind the vehicle. <br />Detainees are offloaded and transferred through a secure door into the building. After the <br />detainees enter the building and the door is secure, the transport vehicle may be stored within the <br />sally port or may leave the sally port through a secure exit. At no time is there an unsecured <br />route out of the sally port to the pazking garage and the street. Two significant improvements to <br />the security of the proposed courthouse (compared with the existing facility) would be provision <br />of secure pazking and a vehicle sally port. <br />The new courthouse would provide sepazate circulation systems for court staff, prisoners, and the <br />public, thereby improving security for court staff and the public and reducing opportunities for <br />Final EIS 154 New Federal Courthouse <br />
