Public Services and Utilities <br />Pollutant Discharge Elimination System (NPDES) permit issued by the Oregon Department of <br />Environmental Quality. The capacity of the wastewater utility is projected to be adequate to treat <br />the combined wastewater flow of Eugene, Springfield, and the outlying metropolitan area <br />through the year 2005 (Eugene/Springfield Water Pollution Control Facility 1999). <br />In the vicinity of the Alternative 2 site in Eugene, stormwater drains into the millrace and the <br />Willamette River. In the Riverfront site area in Springfield, stormwater drains directly into the <br />Willamette River. The stormwater collection systems for all sites include all publicly maintained <br />pipes, culverts, gutters, catch basins, ditches, channels, ponds, wetlands, and related waterways. <br />Services to each of the alternative sites are briefly described below. Figures 18 and 19 show the <br />locations of the storm drain and sewer lines. <br />Alternative 1 <br />The Riverfront site in Springfield is served by a main sanitary sewer line that runs along the <br />eastern property boundary on Mill Street. Three main inlets to this line exist in the project <br />vicinity. The first runs along the north side on West C Street. A second line serves the middle <br />section of the property between West B and West A streets. The third line originates near <br />West B Street, runs along the western boundary of the site, then turns east near West A Street <br />before joining with the main line along Mill Street. <br />A main stormwater line in the Riverfront site area runs along Mill Street with at least two major <br />inlets from the site. The first inlet originates in the parking area at the intersection of Water <br />Street and West B Street and leads to a drain line that runs north along Water Street. A second <br />line runs along the north side of the site along West C Street. <br />Alternative 2 <br />The Chiquita (formerly Agripac) site in Eugene is served by one main sanitary sewer line that <br />originates at the wastewater treatment building near the center of the site. This line runs south to <br />East 8~' Avenue, where it joins a main line along East 8`" Avenue and Ferry Street. <br />The main stormwater line in the area runs along Highway 99 near the west boundary of the site. <br />Several small branches route stormwater from the site to this main line. Additional stormwater <br />inlets are located near the intersection of East 8~' Avenue and Ferry Street. <br />Telecommunication Services <br />~~ US West provides local telephone service within Eugene and Springfield. Telephone lines are <br />. located in conduits within street rights-of--way. Private companies, such as AT&T, provide long- <br />distance service and may have additional telephone lines in Eugene and Springfield. Several <br />private companies maintain telecommunications networks (i.e., fiber optics) throughout the <br />urban area, and the city of Eugene has acommunity-owned telecommunications system. <br />;I <br />New Federal Courthouse 145 Final EIS <br />~__ <br />
