Public Services and Utilities <br />City of Eugene <br />The Eugene Water and Electric Board (EWEB) provides electrical power in Eugene. Retail sales <br />in 1997 totaled 2,540,906,598 kilowatt hours (kWh). The utility owns five generating facilities <br />that produce a total of 664,540,000 kWh of electricity. EWEB supplies electricity in excess of <br />its generating capacity through power purchases from the Bonneville Power Administration, the <br />Grant County Public Utility District, and three private power producers. EWEB owns and <br />operates a total of 143 miles of transmission lines and slightly over 1,000 miles of distribution <br />lines. Electrical transmission and distribution lines in downtown Eugene are generally <br />underground, including all of the electrical distribution lines in the vicinity of the project <br />alternative location. Electrical lines neaz the Alternative 2 site are described below. Figure 19 <br />shows the locations of the electrical service lines. <br />The Chiquita site (formerly Agripac) has electrical utility lines on all sides. Electrical lines on <br />the north are located on the other side of the Southern Pacific Railroad and would not be affected <br />by activity on the Chiquita site. The remaining edges of the site aze bordered by predominantly <br />overhead electrical lines, with some buried lines on the opposite side of East 8th Avenue as well <br />as at the southeast and southwest corners of the Chiquita property. An overhead line is also <br />located in the center of the site running south towazd Ferry Street. A buried line that originates <br />at apad-mounted transformer near the center of the property runs to the western edge of the site. <br />Several pole-mounted transformers are located within and along the perimeter of the site. <br />Natural Gas Service <br />Northwest Natural Gas provides natural gas service in the vicinity of both of the alternative sites <br />in Eugene and Springfield. Each alternative site is briefly described below. Figures 18 and 19 <br />show the locations of the gas supply lines. <br />Alternative 1 <br />A high-pressure natural gas line runs north-to-south along the western boundary of the <br />Riverfront site in Springfield. The majority of the line is outside the property boundaries <br />(roughly 75 feet away on average), although a portion of the line passes through the northwest <br />corner of the site. Four additional low-pressure gas lines enter the site roughly at the main <br />crossroads (West C, West B, West A, and Main streets). <br />Alternative 2 <br />A high-pressure gas line runs along the western and southern borders of the Chiquita site <br />~ .` (formerly Agripac) in Eugene. The line parallels Highway 99 to the west of the site and East 8th <br />Avenue to the south. An additional low-pressure line also runs along East 8th Avenue but is <br />farther away from the site than the high-pressure line.
