Hazardous Materials <br />facilities, either in or out of the state. Transport of any contaminated material would be <br />conducted by entities licensed by the state Department of Transportation for that purpose. <br />Throughout the construction process, encounters with hazardous materials would be documented <br />and reported appropriately. Project planning would accommodate regulatory agency <br />requirements as well as disposal or treatment facility requirements. <br />Potential impacts could be minimized by avoiding contaminated sites or portions of sites. By <br />minimizing encounters with hazardous materials, the project would reduce exposure risks, as <br />well as potential delays, construction costs, and liability associated with site cleanup. <br />Conversely, avoiding all contaminated sites would also reduce the opportunity for beneficial <br />impacts associated with cleanup. <br />Properties left with residual contamination would be clearly identified in documentation <br />provided to the Oregon Department of Environmental Quality. Restrictive covenants may be <br />required as part of the property title, to place limits on property transfer and to establish <br />allowable conditions for future invasive work. <br />Long-term maintenance and operation of the federal facility would implement standard operating <br />procedures to address management of hazardous materials. These procedures involve <br />development of a programmatic health and safety plan; worker training; materials use planning; <br />and a tracking, documentation, and waste management program. <br />Significant Unavoidable Adverse Impacts <br />Mitigation measures described above would likely preclude all significant adverse impacts that <br />could result from identified hazardous materials. Required mitigation would not be determined <br />until the extent of soil and ground water contamination has been delineated at Norm's Auto <br />Repair for Alternative 1, option A, or until a site inspection and possibly a phase II <br />environmental site investigation is conducted at the AutoCraft property for Alternative 2. <br />Additional mitigation measures might be required. <br />Final EIS 104 <br />New Federal Courthouse <br />
