Hazardous Materials <br />Based on potential source areas identified in the phase I reports, field investigations were <br />conducted at each alternative site. Soil borings were drilled, and soil and ground water samples <br />were submitted for laboratory analysis. The results of the field investigations were evaluated in <br />phase II environmental site assessments for each federal courthouse alternative (Herrera <br />2000c,d). <br />Potential impacts associated with existing contamination present on any of the alternative sites <br />would be largely short-term (during construction). However, long-term impacts could occur <br />where properties are acquired that have ongoing cleanup responsibility (after construction). <br />Such sites are typically associated with ground water contamination or multiple contaminant <br />sources. A potential long-term impact was identified at the Alternative 1, option A site where <br />contaminated soil and ground water were detected during the phase II site assessment. <br />Site reconnaissance conducted for Alternative 1 revealed evidence of potential asbestos- <br />containing materials, PCB-containing fluorescent light ballasts and electrical transformer <br />equipment, and lead-based paint in portions of the existing structures. Much of the asbestos- <br />containing material has been abated in the buildings of the Island Park professional center; <br />however, based on the age and lack of renovations to portions of the other buildings on the site, <br />there is potential for these materials to be present in varying quantities. <br />Alternative 1, Option A <br />Documented Release Sites <br />Soil and ground water contamination from former underground storage <br />tanks located onsite at Norm's Auto Repair property <br />^ None on adjacent properties <br />Potential Release Sites <br />^ None onsite or on adjacent properties <br />Four underground storage tanks (one waste oil tank and three gasoline tanks) were removed from <br />the Norm's Auto Repair property in 1988.
