Noise <br />not be expected to exceed the 65-decibel city limit at nearby receiving properties in any land use <br />zone (with the exception of exempt equipment such as jackhammers). <br />Courthouse operation (post-construction) would contribute little to the area's ambient noise <br />levels. Traffic flow in and around the selected site during operation of the facility would create <br />some noise but would not contribute significantly to ambient noise levels in the vicinity of the <br />site. <br />No-Action Alternative <br />No significant adverse noise impacts would be expected under the no-action alternative. <br />Potential Mitigation Measures <br />The following measures could be taken to minimize noise impacts: <br />^ Implement GSA construction procedures and use well-maintained <br />mufflers on all construction equipment <br />• Consider limiting construction activity to daytime hours (7 a.m. to 6 p.m.) <br />in accordance with city regulations. <br />Enclose equipment within soundproof enclosures when possible <br />• Use portable noise barriers when possible to provide additional noise <br />mitigation. <br />Given the temporary nature of construction noise impacts, no other mitigation to control noise <br />impacts would be necessary. <br />Significant Unavoidable Adverse Impacts <br />No significant unavoidable adverse noise impacts would be expected. <br />Final EIS 96 New Federal Courthouse <br />
