MOTION <br />Move that the Roads Advisory Committee and staff; through the Capital <br />Improvement Program process, develop guidelines for a capital project <br />partnership and a candidate list of projects to be implemented under the <br />partnership. <br />I1. ISSUE OR PROBLEM <br />The Rural Schools and Community Self Determination Act of 2000 provides <br />funding for road purposes greater than the levels anticipated under the previous <br />timber receipt guarantee. Over the next six years, these funds should exceed the <br />County operation, preservation and modernization expenses identified and <br />programmed in the Road Fund FinPlan and .Capital Improvement Program (CIP). <br />Should the Board of .County Commissioners use the additional money to develop <br />a "capital project partnership" to construct improvements on the State Highway <br />and city systems in addition to the County road system? <br />111. _ DISCUSSION <br />A. Background <br />The Rural Schools and Community Self Determination Act of 2000 (a.k.a. HR <br />2389 and S. 1608) provides Lane County "safety net" payments in-lieu of shared <br />National Forest receipts for six years beginning in October 2001, with final <br />payment in October 2006. The Board must decide on whether 15% or 20% of <br />these funds will be set aside for use on locally initiated projects on or near <br />National Forest land. The remainder of the money will be split between roads .and <br />schools. The current ratio is 75% roads and 25% schools. <br />
