MINUTES <br />ROADS ADVISORY COMMITTEE <br />January 24, 2001 <br />5:45 p. m. <br />MEMBERS PRESENT: Sky Chamard, Ken Engelman, Tom' Poage, Jack Radabaugh, Leo Stapleton, <br />Mary Wirtz <br />MEMBERS ABSENT: Rex Redmon <br />B/CC PRESENT: Bill Dwyer, Anna Morrison <br />STAFF PRESENT: John Goodson, Ollie Snowden, Mike Russell, Doug Putschler, Tanya Heaton, <br />Vonnie Rainwater <br />Stapleton called the meeting to order at 5:45 p.m. <br />I. PUBLIC COMMENT <br />Mike Huff, 04939 S. Loftus Rd., Florence, discussed the Local Access Road status of S. Loftus <br />Road. He presented a Resolution from the Grange and distributed letters from residents. He <br />indicated that. it is a half-mile, 2-lane road. There is 50 feet of right-of-way to Cedar Dr, and wider <br />in some places. Cedar Drive is aCounty-maintained road and asked why S. Loftus Road is not <br />and how it was determined that it's a local access road. The County mistakenly maintained the <br />road for 20 years and then maintenance stopped. He asked how the residents were to know that <br />it was not a County road when it was being maintained for 20 years. He felt there should have <br />been a public hearing to let residents know. He referred to ORS 368.401. He feels the public <br />use of the road is justified by the number of residents and school bus use <br />Robert Porter, 85090 Cedar Dr., PO Box 919, Florence. He stated he lives at the end of the road <br />and has been a resident for 20 years. He indicated that the County has always maintained S. <br />Loftus Road. The school bus has to break the centerline due to trees overhanging the road. <br />II. APPROVAL OF MINUTES <br />Motion: Radabaugh moved to approve the minutes of December 5, 2000 and December 13, <br />2000 as written. Wirtz seconded. All present voted in favor and motion carried. <br />III. ELECTION OF CHAIR AND VICE-CHAIR <br />Motion: Wirtz nominated Stapleton for Chair and Radabaugh for Vice-Chair. Chamard <br />seconded. All present voted in favor and motion carried. <br />IV. 2000 ACCOMPLISHMENTS AND 2001 WORK PLAN <br />Committee reviewed the accomplishments of the past year and proposed work plan for 2001. <br />Poage suggested adding to work plan "educating the public on chipsealing program." <br />[Dwyer present.] <br />Motion: Poage moved to approve the list of 2000 Accomplishments and revised 2001 Work Plan <br />and send to the Commissioners.
