Lane County Roads Advisory Committee Meeting <br />Wednesday, February 28, 2001 <br />` Unofficial minutes taken by Eric Jones, Eugene Public Works <br />The committee discussed draft criteria for the proposed Capital Project Partnership Program. After <br />considerable discussion, the following criteria were unanimously recommended by the committee: <br />1. Proposed facility must be a public road as defined by ORS and Lane Code. <br />2. City, County and ODOT facilities are eligible. <br />3. Program funds Modernization and Safety project types. <br />4. Program funds available for projects on the Arterial/Collector system within the County. <br />Preference given to'urban arterial streets and rural major collector or arterial projects. <br />5. Improvement of key links in Lane County will be given preference. <br />6. Local road authorities give consent to proposal, including accepting jurisdiction upon <br />completion. Requiring a letter of authorization or something similar could satisfy this. <br />7. Projects proposed under this program should be deliverable within the program life. Jurisdiction <br />proposing improvement must demonstrate a readiness to proceed. <br />8. Funding strategy should not displace ODOT or local funding. <br />9. Leveraging of other funding sources is an important consideration to show jurisdictional <br />partnership. <br />10. Proposed project has a positive cost/benefit to community. <br />11. Supports regional economy of lane County. <br />12. Proposal provides agreeable level of accountability. <br />13. County to control work. County contract is the. none. Payments go directly to contractors. <br />County reserves right of first refusal for engineering, contract administration and inspection. <br />14. Consideration given to culvert replacements for fish passage and drainage management. <br />The committee asked County staff to arrange a meeting with city and ODOT representatives to discuss <br />the draft criteria. The meeting tentatively is scheduled on Wednesday, April 18, at 6 p.m. at Lade <br />County Public Works. <br />The committee also authorized County staff to send out a second round of applications for the <br />Community Development Road Improvement Assistance Program, which currently has a fund balance of <br />approximately $2.3 million. The criteria for that program were recently amended by the Board of <br />Commissioners. Eric Jones later asked Mike Russell for a copy of the updated criteria. The Roads <br />Advisory Committee anticipated receiving applications over the next month or so and reviewing projects <br />starting in April <br />At 7 p.m., the Roads Advisory Committee held a hearing on Lane County's draft Capital Improvement <br />Program for FY02-06. Eric Jones and Eleanor Mulder testified on behalf of the City of Eugene at the <br />hearing. Eric supported several projects currently listed in the CIP: Game Farm Road (Eugene city limits <br />to Coburg Road), Royal Avenue (Terry to Green Hill), funding for I-105 soundwall project; and <br />improvements to River Road (Carthage to Beacon). Eleanor provided a copy of a letter signed by Mayor <br />.Jim Torrey requesting that the current annual allocation for the County/City Road Partnership Agreement <br />be increased from $2.5 million to $5 million. The Roads Advisory Committee is scheduled to make its <br />final recommendations on the CIP on March 21. The Board of Commissioners is expected to hold a final <br />hearing on the CIP in May. ' <br />
