Fi4 C T SHEET <br />ROAD FUNDING VITAL <br />TO CITIES IN LANE COUNTY <br />Federal Funding Increases <br />On October 30, President Clinton signed into law a <br />measure that will restore federal funding to Lane <br />County to offset declining timber receipts.. <br />Beginning October 2001, approximately $19 million <br />will be paid in the first year of a six-year, inflation- <br />adjusted appropriation. The appropriation package <br />includes the following: <br />• $6.3 million in timber receipt funds to the <br />County's road fund. <br />• $4.1 million in O&C revenues to the County's <br />discretionary general fund. <br />• $8.8 million for "forest projects" in six <br />categories (search and rescue and emergency <br />services; community service work camps; <br />easement purchases; forest-related educational . <br />opportunities; fire prevention and county <br />planning, and community forestry). <br />' riistorical Basis for Road Fund Transfers <br />..Starting in 1987, Lane County agreed to transfer <br />each year a portion of its road fund. to the cities in <br />the County through the Urban Transition Agreement <br />(later the County/City Road Partnership <br />Agreement.) There are several reasons why the <br />transfer agreements were and continue to be <br />equitable: <br />• Operation and maintenance of 42 miles of the <br />regional road nerivork shifted to the cities in <br />1987 and continues to be their responsibility. <br />+ A significant portio~l of the roads used by <br />County residents are located inside the 12 <br />incorporated cities in Lane County. <br />• Other responsibilities and tl~e associated costs <br />for urban services also shifted to Eugene and <br />Springfield in 1987. <br />County payments to the cities peaked at $S million <br />in 1996. With the togging decline in the mid-1990s, <br />Lane County opted to "continue the County/City <br />woad Partnership Program under conditions and <br />.anding levels that reflect the reduction in National <br />Forest Timber Receipts." In FY01, Lane County <br />transferred only $2.5 million to the cities. <br />Passage of the new federal legislation restores the <br />flow of federal revenues to the Lane County Road <br />Fund.
