Identify alternative options for extension north of Royal Node that will minimize impact <br />on wetlands. <br />Council CIP Public Hearing <br />Public Comment - On February 20, 2007, the City Council held a public hearing on the CIP. <br />The committee received public comments from seven citizens regarding CIP projects. <br />• A representative of the Home Builders Association of Lane County noted that the park <br />land acquisition proposed in the CIP would impact the availability of buildable land. That <br />person also encouraged the City to extend wastewater lines to areas outside the City to <br />the southeast. <br />Three people each asked the Council to fund a spray pool at Washington Park. <br />• One person commented on the sensitive environmental nature of the Dillard Road and <br />Roosevelt projects. <br />• One person spoke on the opportunity for the City to acquire Civic Stadium from the 4J <br />School District. <br />On March 12, 2007, Council voted unanimously to adopted the Budget Committee's <br />recommended CIP incorporating the following amendments from Council. <br />3. Staff is to consider public testimony received during the development of the FY08-13 <br />capital improvement program in support of individual projects such as the Jeppesen <br />Acres Road Project in the development of the FY10-15 capital improvement program. <br />4. Reduce the scope and budget of the Dillard Road project from its current description to a <br />project development project in the amount of $420,000 in FY2013. <br />Staff Recommended Changes to Projects <br />In addition to those changes recommended by the Budget Committee, staff recommended the <br />following changes to the Draft CIP that were also included in the Budget Committee <br />recommendation. <br />1. Health, Safety & Welfare and Primary Building Systems Projects -The General Fund <br />allocations between the two preservation and maintenance projects have been updated to <br />reflect roofing work needed. The allocation adjustment resulted in no net change to the <br />General Fund. <br />2. Parking Structure Siting Design & Construction Project; Mill Alley Storm Drain Project; <br />8th Avenue, High to Lincoln Two-Way Conversion Project -These three projects have <br />been removed from the CIP. These projects were dependant upon the Whole Foods <br />development which has been canceled by the developer. <br />3. Accessible. Pedestrian Signals -Change annual funding amounts from $60,000 to $65,000 <br />per prior Budget Committee direction. <br />4. Elmira Road & Maple Street Projects -These two projects have been combined into a <br />single project. The combined project is named Elmira Road/Maple Street. No changes to <br />funding amounts, funding sources, or scope of work. <br />5.
