levels would remain very low and manageable. <br />Projected Debt Burden <br />The CIP includes $62.5 million of projects with funding not identified. Some of these projects <br />would most likely require debt issuance in order to be fully funded. In addition, voters passed a <br />$27.5 million bond measure in November 2006 for parks, athletic fields and preservation of open <br />space. The proposed city hall project is also very likely to be funded in part through issuance of <br />general obligation bonds. In FY09, when it is assumed that $100 million (this figure is a <br />placeholder) would be issued for the city hall complex, the maximum affordable debt ratio would <br />be nearly reached.. At that point, there would be only $40 million of affordable debt capacity <br />available for other projects. <br />For more information about the City's debt burden and debt capacity, see the updated "City of <br />Eugene, Debt Capacity Analysis" that was given to the Budget Committee in February 2007. <br />CIP on the Web <br />The CIP can be accessed from the City's webpages at: www.eu end ov~~et <br />The webpages contain the entire CIP document and allows projects to be viewed by <br />neighborhood. Prior CIP documents, Budget Committee and CIP subcommittee minutes, and the <br />Annual Capital Budget are also presented on the website. <br />Draft CIP to Adopted CIP <br />Recommendations received from the Planning Commission, Budget Committee, and Council, as <br />well as public input, are summarized in this section. <br />Neighborhood Leaders Council <br />On September 26, 2006, staff attended the Neighborhood Leaders Council (NLC) meeting to <br />discuss opportunities for public comment on the Draft Capital Improvement Program. Staff also <br />asked for, and was granted, the NLC's support for including neighborhood-specific CIP articles <br />in neighborhood newsletters informing citizens about local proposed projects and asking for their <br />input. Neighborhood-specific articles were sent to each neighborhood newsletter editor with the <br />request that they be included in their December-February editions. . <br />The Draft CIP was published and made available to the public in early November 2006. In <br />addition to posting the CIP to the City's web page and distributing the document to various <br />public locations and interested parties, a copy of the CIP was sent to the chairperson of each <br />neighborhood association along with an offer to make a presentation at any upcoming <br />neighborhood meeting. <br />Citizen Members of the Budget Committee Review <br />On November 8, 2006, staff gave an informational presentation of the Draft CIP to the citizen <br />members of the Budget Committee. The members gave favorable comments on the new <br />document format. They also discussed how new projects are added into the CIP and how public <br />input affects project selection.
