2. New Capital Facilities -These projects result in a new capital asset and generally occur <br />in anticipation of, or in response to, new development. The projects in this subcategory <br />are in anticipation of the ongoing development in West Eugene including the Royal <br />Node. New capital facilities are funded mainly by assessments, user fees, system <br />development charge fees and through construction of system components by new <br />development. <br />In general, projects in both subcategories help address Growth Management Policy #17, <br />protection/enhancement of air and water quality and habitat. <br />Funding <br />The Wastewater Capital Program is supported by local wastewater user fees, wastewater system <br />development charges, and assessments to property owners. Expansion of the wastewater <br />collection system is financed primarily by assessments and system development charges on new <br />development. Prior to FY05, local wastewater user fee rates had not been increased since 1994. <br />In order to maintain current operating service levels in the wastewater collection program while <br />also funding the capital improvement program related to inflow and infiltration reductions, local <br />wastewater user fee increases were implemented; FY05 +12%, FY06 +12%, and FY07 +6%. <br />The forecast for the city's wastewater fund assumes a 4% user fee increase in each year of the <br />FY08-13 CIP. <br />City of Eugene 2008 - 2013 Capital Improvement Program <br />227 <br />
