local fuel tax generates an estimated $3.5 million annually which will revert back to 3-cents in <br />February 2008. <br />When the Budget Subcommittee on Transportation Funding presented their report to the City <br />Council in late 2001, the City was facing an estimated $67 million backlog in pavement <br />preservation work, as confirmed by an independent consultant. The backlog has since grown to <br />a current level of over $100 million. In February 2006, the Council held a work session to <br />discuss the financial needs for the city's transportation system. Based on those discussions, the <br />Council directed the City Manager to shift one-half of the Street Trees/Median Maintenance <br />Program from Road Operation Fund to the Stormwater Fund in FY07 and to bring back a <br />proposal for reestablishing the previously repealed Transportation System Maintenance Fee <br />(TSMF). <br />On January 22, 2007, the City Council agreed to the formation of a council subcommittee, <br />comprised of four councilors, to study transportation funding options and to bring back within <br />three months a recommendation for a solution or solutions meeting certain specific criteria to <br />adequately fund the transportation system. <br />City of Eugene 2008 - 2013 Capital Improvement Program <br />192 <br />
