In March 2004, the Department of Environmental Quality issued a new National Pollution
Discharge Elimination System (NPDES) stormwater permit to Eugene and five other large
municipal permittees in Oregon. Subsequent to the issuance of the new permit a substantive
review was undertaken of the City's stormwater program for adequacy in meeting specific
federal regulations, as well as a review of the City's program for addressing specific pollutants of
concern for Eugene's waterways. The results of this program review were presented to the City
Council in an October 2005 work session with a recommendation to increase funding for
stormwaterperrmt-related needs. In January 2006 Council reviewed the stream corridor
acquisition program and directed staff to increase user fees to provide for an enhanced stream
corridor acquisition program with funding targeted at $450,000 annually. The following
Stormwater user fee increases were implemented; FY05 +2.8%, FY06 +3.5%, and FY07 +15%.
The forecast for the city's stormwater funds assumes a 3% user fee increase in each year of the
FY08-13 CIP.
City of Eugene 2008 - 2013 Capital Improvement Program
170
