In March 2004, the Department of Environmental Quality issued a new National Pollution <br />Discharge Elimination System (NPDES) stormwater permit to Eugene and five other large <br />municipal permittees in Oregon. Subsequent to the issuance of the new permit a substantive <br />review was undertaken of the City's stormwater program for adequacy in meeting specific <br />federal regulations, as well as a review of the City's program for addressing specific pollutants of <br />concern for Eugene's waterways. The results of this program review were presented to the City <br />Council in an October 2005 work session with a recommendation to increase funding for <br />stormwaterperrmt-related needs. In January 2006 Council reviewed the stream corridor <br />acquisition program and directed staff to increase user fees to provide for an enhanced stream <br />corridor acquisition program with funding targeted at $450,000 annually. The following <br />Stormwater user fee increases were implemented; FY05 +2.8%, FY06 +3.5%, and FY07 +15%. <br />The forecast for the city's stormwater funds assumes a 3% user fee increase in each year of the <br />FY08-13 CIP. <br />City of Eugene 2008 - 2013 Capital Improvement Program <br />170 <br />
