New Capital Facilities and Capacity Enhancements <br />As the community's population base expands, the need to provide safe and efficient capital <br />facilities increases. New streets are necessary to provide access and the delivery of goods and <br />services to developing areas. In addition, wastewater and stormwater systems are necessary for <br />the health, welfare and safety of the community. <br />The increased need for additional capacity is reflected not only in the City's wastewater, <br />stormwater and road systems but in other areas as well, such as facilities for parks, recreational <br />services and emergency services. <br />Project Priorities <br />Potential projects to address new capital needs or expand and enhance existing capital assets are <br />derived from a number of sources. These include: <br />• Functional plans, such as transportation, airport, parks, or wastewater and stormwater <br />system plans and studies; <br />• Neighborhood and other refinement plans; <br />• Requests from individual citizens, neighborhood associations, and community <br />organizations; <br />• Requests from other governmental units, such as school districts, federal and state <br />agencies; <br />• City departments; and <br />• City committees and commissions. <br />Given the wide variety of specialized funding sources and the framework of adopted plans and <br />policies, selection of projects for the CIP does not follow aone-size-fits-all priority setting <br />process. Instead, within each program area various projects are selected based on a sense of the <br />needs that have been identified within that area; the funding that is projected to be available (and <br />the limitations on how it can be used); and any specific support or direction that has been <br />provided by official advisory groups, neighborhoods, individual citizens, the City Council, <br />outside agencies or other sources of input and guidance. <br />The following section contains a list of plans and reports from which the majority of current CIP <br />projects have been compiled. <br />City of Eugene 2008 - 2013 Capital Improvement Program <br />13 <br />
