Funding Outlook <br />Historically, bond measures have been used to provide the funding necessary to accomplish <br />major park development and renovation projects, as well as park and open space acquisition. A <br />$27.5 million Parks & Open Space bond measure is on the November 2006 ballot and would <br />primarily fund property acquisition, and new development. Several projects in this CIP are <br />shown as "funding identified" using sources from this bond. If the bond does not pass, alternate <br />project and funding scenarios are identified in the project description field. SDCs cannot be used for preservation and <br />maintenance of existing facilities. SDCs are paid for by new development, and are therefore <br />meant to fund capacity enhancement projects. The Public Works. Rates Advisory Committee has <br />just concluded its review of the Parks SDC methodology. The City Council is expected to <br />consider a revised methodology in late 2006 or early 2007. <br />Other funds, such as Stormwater and Wastewater, are used on a limited basis when appropriate <br />to accomplish projects that have goals compatible with these dedicated funds. Whenever <br />possible, outside funding sources, such as grants, have been sought to augment existing City <br />funds. Past examples include funds from State Parks for access improvements and trail <br />construction, Department of Fish and Wildlife funds for work at East Alton Baker Park, a Nike <br />Corporation grant for Trainsong Park volunteer projects, and Army Corps of Engineers funding <br />for Delta Ponds. Donations and volunteer efforts have funded significant improvements at <br />RiverPlay playground in Skinner Butte Park, Owen Rose Garden, Hendricks Park, and in the <br />Hayes Memorial Tree Garden at Alton Baker Park.
