CHAPTER 1 <br />^ Chapter 3: Comprehensive Plan Highlights identifies key <br />improvements that will be made during Plan implementation. <br />^ Chapter 4: Strategies and Actions describes the specifics of <br />how the City will achieve its vision. This chapter also includes <br />maps of proposed projects. <br />^ Chapter 5: Plan Implementation describes potential financing <br />sources and priorities for capital improvements, non-capital <br />projects, and programs. Maintenance costs for priority capital <br />improvements are identified. <br />^ Chapter 6: Performance Measures describes measures linked <br />to each of the goals of the Comprehensive Plan. These <br />measures will be used to evaluate successful Plan <br />implementation. - <br />^ Appendix A: Analysis Maps contains five maps that illustrate <br />the planning area, park classifications, neighborhood park and <br />community park service areas, and general park coverage. <br />^ Appendix 8: Park Classification contains one-page descriptions <br />and definitions for each park type, along with lists of facilities <br />typically included and examples of parks within that <br />classification. <br />^ Appendix C: Parks and Open Space Inventory by Planning <br />Sub Area includes a complete inventory of parks, outdoor <br />recreation amenities, recreation facilities, and natural area <br />amenities by planning sub-area. <br />B. The Planning Area <br />R The parks, recreation, and open space planning area for the Eugene <br />PROS Comprehensive Plan extends beyond City limits to include un- <br />annexed areas located throughout River Road/Santa Clara and all <br />=~~ 'f' areas within the urban growth boundary (UGB).
